- 1). Take measurements of the wearer to determine cape size. Measure the length from the base of the neck to the ankle for cape length. Measure around the base of the neck for the collar tie. Measure around the shoulders for the width of the cape.
- 2). Make the following calculations for cape pieces and fabric requirements. Divide the cape width by two to get the size of the red side. Divide that width by five to get the width of the stripes. You will need two blue stripes, two white stripes and one red stripe in addition to the red side.
- 3). Cut the fabric according to the measurements for sides and stripes. Mark the center back seam of the red side. Turn under 1/4 inch and stitch along the long edges of the pieces to finish raw edges if the fabric frays easily.
- 4). Pin and sew a blue stripe to the center seam of the red side. Alternate white and blue and finish with the red stripe at the front opening. Press all seams flat with the steam iron. Sew a 1 1/2-inch finished hem around the sides and bottom of the cape.
- 5). Cut a 36-inch piece of bias tape for the collar tie. Fold it in half to find the center back of the neckline and mark it. Divide the neck measurement from Step 1 in half, measure that length from the center point and mark a side point. Make a corresponding side mark on the other side of the center. Align the three points on the tie with the front edges and center back seam of the cape. Pin with right sides together at the three marks.
- 6). Make large even folds to fit the cape to the marks on the collar tie. Pin in place. Sew the collar tie to the cape. Fold over the bias tape, pin in place and top-stitch along the full length. Finish the tie ends.
- 7). Sew or glue gold stars on the cape in a random pattern from neck to elbow length. Use a steam iron to press out wrinkles.
