You'll first need to ask yourself, "What are my colors?" as all of your color cosmetics must be correct for your skin tone if you are to look your best at the end of this process.

Now you will need to apply a correct color concealer or foundation over your lips, being sure to "erase" your natural lip line.
This will create a blank slate upon which you can recreate the lines of fuller lips.

Select a lip pencil with a correct, but "natural" color with which to redraw your lip line.
